Landsman Introduces Bill to Reduce the Cost of EVs and Gas for Americans

October 22, 2026

Cincinnati, OH – Today, Congressman Greg Landsman (D-OH) introduced legislation to dramatically reduce the cost of electric vehicles and gas for hardworking Americans.

In 2026, Americans are paying more at the pump while electric vehicles (EVs) remain out of reach for many families. In response, Landsman introduced the 21st Century Vehicle Choice Act to make clean vehicles more affordable and to help families save money on gasoline.

The 21st Century Vehicle Choice Act would:

Increase clean-vehicle incentives

  • Double the New Clean Vehicle Tax Credit for the purchase of new EVs from $7,500 to $15,000.
  • Double the Used Clean Vehicle Credit for the purchase of used EVs from $4,000 to up to $8,000.
  • Increase the Alternative Fuel Vehicle Refueling Property Credit from 30 percent to 50 percent – allowing for more of the purchase price of EV charging stations to be claimed as a tax deduction.
  • This bill makes all the tax incentives permanent.

Gain a better understanding of where drivers use the most gas

  • A study would show where drivers use the most gas to help identify where EV adoption and charging investments could deliver the most savings on gas.

Study vehicle choice and supply chains

  • Require a Vehicle Choice Report to examine the variety of vehicles available in the U.S. and trends in purchase prices and ownership costs.
  • Identify critical minerals needed for EVs, hybrids, and batteries, and evaluate federal efforts to ensure a reliable supply.

Congressman Landsman:

“We have to make life more affordable and give folks more choices. Our bill would make electric vehicles more accessible and help families save money on gas.”

Darien Davis, League of Conservation Voters Government Affairs Advocate for Climate & Clean Energy:

"We applaud Congressman Landsman for fighting to expand access to vehicles that are cheaper for drivers to fuel and maintain. With the average gas price above $4 per gallon and as Big Polluters continue to profit thanks to Trump’s corrupt agenda, drivers should have the freedom to drive cars that rely on less gasoline. The 21st Century Vehicle Choice Act will help to make zero-emission vehicles a real option for families who are seeking to reduce their household transportation expenses.”

Rob Sargent, Coltura Policy Director:

“Congressman Landsman deserves tremendous credit for this much needed bill to ease Americans’ crushing transportation fuel expenses. Our research shows that America’s highest mileage drivers (so-called gasoline superusers) spend an average of more than 10% of their household income at the pump and could save over $4,000 a year by switching to an EV. The 21st Century Vehicle Choice Act will make EVs more accessible for the most gasoline burdened households, while providing much needed insights about how to optimize EV investments to where they can deliver the greatest savings.”
